  • Chief Justice Skolrood has issues Practice Directive 75 - Chambers Practice PD-75 clarifies expectations regarding chambers practice, including compliance with the Supreme Court Civil Rules and the Supreme Court Family Rules governing chambers proceedings and the consequences which may follow if those requirements are not met. PD-75 takes into consideration the feedback the Court received through its public consultation about chambers.

To do this, the Court combined and updated ten access policies, one practice direction, and several notices into one clear, easy to read Access Policy with a user friendly design.   • Chief Judge Gillespie has issued the following update effective 9 March: CRIM 18 has been revised to create a counsel document submission protocol for electronic desk order spring orders. Accordingly, it has been renamed Counsel Document Submission Protocol for Bail, Sentencing Hearings, and Electronic Desk Order Spring Orders.

  • Chief Judge Gillespie issued an update effective 10 Feb to Notice 35 Provincial Court Operations During FIFA World Cup 2026. Section 1.b regarding proceedings where police attendance is not required, is updated to remove the statement that there will be no in person hearings at Vancouver Criminal Court on Match days.

  • Chief Judge Gillespie has issued an update effective 29 January 2026 to the Access to Court Records Policy (ACC-2) to allow specific counsel to access DARS for family and YCJA proceedings by providing an electronic undertaking using their digital credential.

  • The BC Provincial Court has issued its 25th annual report, with detailed operational data, judges’ demographics, complaint summaries, and accounts of judges’ work both in and out of the courtroom. The report can be read here.

  • In July 2025, the Supreme Court invited the bar, litigants, organizations, and the public to comment on issues arising in chambers practice, as well as on specific areas of interest, and to provide suggestions for improvement. Over 100 submissions from lawyers, paralegals, legal assistants, and self-represented litigants, as well as consolidated feedback from law firms and organizations representing legal professionals.   • Starting November 1, 2025 the early resolution process will expand to the Vancouver (Robson Square), North Vancouver, Pemberton, Richmond and Sechelt registries and will apply to some Family Law Act applications including: parenting arrangements; child support; contact with a child; guardianship of a child; spousal support; and ownership or possession of a companion animal when families are separating. This approach is already available in Victoria, Surrey, Port Coquitlam, Abbotsford, Chilliwack and New Westminster.

  • Chief Judge Gillespie has issued an update to the GEN 05 practice direction: Non-Lawyers Appearing for Clients (previously titled Non-Lawyers Appearing for Clients in Court). Paragraph 5 was changed to allow non-lawyer agents to appear to fix dates on criminal, family or small claims matters. Changes were also made to some of the wording within the practice direction (changing “in court” to “before the court”).

  • The Supreme Court registry has implemented an option for defence counsel of record to receive certain reports in criminal proceedings electronically by secure file transfer electronic mail, consistent with the one already established in the Provincial Court under CRIM15.   • A revised Youth (JIR) Picklist has been published today to change the number of 4107 "Release to" under "Residence, Curfew, Carry Permission, and Release To" to 4200. This term is at the bottom of page 4.

  • Court Operations - 2026 FIFA World Cup - Changing mode of trial

    • As the Court has previously announced, there will be no civil jury trials in Vancouver, New Westminster, Port Coquitlam, Abbotsford or Chilliwack between June 12 ‐ July 8, 2026 ("FIFA period"). The Court invites a parties or counsel who have filed and served a Notice Requiring Trial by Jury for a trial scheduled during the FIFA period to express their desire to change the mode of trial from a jury trial to a judge alone trial by completing and submitting this form.

    • Changing the mode of trial to judge alone will preserve the currently scheduled trial dates; however, as is always the case, the Court cannot guarantee that a trial judge will be available on the scheduled dates.

  • Chief Judge Gillespie has issued a new Notice effective today. Notice 36 Witness and Interpreter Oath or Affirmation describes the process when a witness or interpreter wishes to swear an oath or make an affirmation using a religious or cultural item other than the Bible.

  • Chief Judge Gillespie has issued an update to FAM 11 Default Method of Attendance for Court Appearances Under the Provincial Court Family Rules.

    • Section 6 was updated to reflect that the default method of appearance for all FMEA and ISO for appearances other than the exceptions mentioned will be hybrid and will not require an application

    • Section 8 was added to reference the ability of counsel of record for a child to attend court remotely, except at trials and trial continuations

    •  Housekeeping and numbering changes were also made

  • The Supreme Court of BC has struck a Civil and Family Chambers Practice Working Group to review the current practices and procedures for both regular (short) and long chambers, and to consider potential changes with a view to providing a more timely and efficient chambers. Feedback will be accepted until 5 September 2025.

  • Associate Chief Justice Holmes has issued a revised version of CPD-4 (Procedure for Detention Reviews Under s. 525 of the Criminal Code). The main change is to extend the timeframe during which counsel may use the Adjournment Form to adjourn a scheduling hearing. CPD-4 and the related forms can be found by clicking here.

  • Associate Chief Justice Holmes has issued Criminal Practice Direction 10 (CPD-10), which revises the process for ensuring an accused person has been advised of their official language rights under s. 530 of the Criminal Code. Where an accused person has been so advised in the Provincial Court, a new inquiry will generally not be necessary in the Supreme Court. CPD-10 also introduces the option of counsel advising the accused person of their s. 530 rights, completing a form with the accused person, and filing it at the appropriate Supreme Court Registry.

  • Chief Judge Gillespie has issued an update to CRIM 05 Hearing of Bail Applications effective Monday April 28, 2025. The updated practice direction revises Appendix A, moving the East Kootenay locations from VR3 to VR4.

  • Chief Judge Gillespie issued updates to the CRIM 04 and FAM 03 practice directions and has issued a new SM CL 05 practice direction. These practice directions address scheduling continuations of trials or hearings that have not finished in the time provided as soon as possible and without undue delay, and for criminal matters the goal is to schedule the continuation so the matter concludes within the timeframe set out by the Supreme Court of Canada in R. v. Jordan, 2016 SCC 27.

  • Effective  7 November 2024, Chief Judge Gillespie issued a revised Notice 33 Northern Virtual Bail Court Forensic Liaison Program (formerly Northern Virtual Bail Court (Prince George) Forensic Liaison Program). The revisions include the effective dates for expansion of the program to Prince Rupert (effective 12 November 2024), Smithers and Terrace (effective 13 January 2025), as well as updates to reflect the current processes.

  • Chief Judge Gillespie has issued an update to Notice 28 Current Court Operations to revise the following:
         - Part I to reflect the rescinding of NP 20 Affidavits for Use in Court Proceedings
         - Part IV to add “remotely” to the first paragraph
         - Part IV(1) “Judicial Interim Release” to clarify that counsel may sign the Application to Vary Bail by Consent Form on behalf of their accused client whether the accused is in custody or not
         - Appendix A to add under “F. Criminal” a section on “remanded appearances for in custody accused”

  • Application book completion instructions for leave/stay and applications to vary have been updated to clarify that application response books should include evidence, exhibits, or affidavits (if any) relevant to the application and not otherwise included in the application book or in the response book of any other respondent.

  • The Registrar's Filing Directive has been updated to reiterate parties’ responsibility to ensure the accuracy and authenticity of materials filed with the Court, particularly given various litigation aids and artificial intelligence tools.

  • Associate Chief Justice Holmes has amended paragraph 8 of Criminal Practice Direction 1 (CPD-1).
    • CPD-1 now requires that a pre-trial conference for all sexual offences take place at least four months before the scheduled trial.

    • Section 1.5 – Use of Personal Information in Reasons for Judgment 
    • Section 1.8 – Obtaining access to family court records – minute sheets and digital audio recordings are exempted from general restrictions 
    • Section 1.10 – Retention, disposition and storage of records – updated to reflect changed requirements under the Information Management Act 
    • New access request form which combines the former Access Request form and Appendix C form for restricted records
       
  • NEW: A Records Request Fees Chart has been created combining fees in Court of Appeal Rules Schedule 2 Court Fees Division 1 and Finance Directives.

  • Chief Justice Hinkson has revised Administrative Notice 12 - Bankruptcy Hearings before a Registrar in Bankruptcy setting  the process to be followed to schedule hearings before a Registrar in Bankruptcy, the default methods of appearance, and how to submit materials.
     
  • The Bans on Publication Policy (BAN-1) has been updated to reference the Intimate Images Protection Act and Bill S-12 An Act to Amend the Criminal Code, the Sex Offender Information Registration Act and the International Transfer of Offenders Act.

  • Chief Justice Robert J. Bauman has retired from the Court of Appeal for British Columbia and the Court of Appeal of Yukon effective 1 October 2023. Chief Justice Bauman served as Chief Justice of British Columbia for ten years, after four years as Chief Justice of the Supreme Court of British Columbia (2009-2013). He was appointed to the Court of Appeal in 2008 after serving 12 years on the Supreme Court.

  • As the result of changes taking effect 15 August 2022, the Court has revised several of its COVID-19 Notices and rescinded COVID-19 Notice No. 38 concerning criminal jury trials, which has been replaced by COVID Notice No. 53.
     
  • Effective 15 August 2022, the Court has returned to holding the majority of civil and family proceedings (including chambers) in person, unless the Court otherwise orders or directs. Trial Management Conferences are the only type of civil and family proceeding that will continue remotely by default. See updated COVID Notice No. 50.
     
  • Parties wishing to apply to change the manner of attendance and obtain an order or directions to appear remotely must follow the procedures set out in updated COVID Notice No. 42.

  • COVID-19 Notice No. 46 - As of 31 January 2022, Judicial case Conferences (JCCs), which have been heard by telpephone or Teams audio during the COVID pandemic, will be heard by Teams VIdeo. 
     
  • COVID-19 Notice No. 35: Remote Video Conference Hearings has been rescinded and replaced with COVID Notice No. 47. Participants in any kind of video hearing or conference are advised to review COVID Notice No. 47 in advance of their attendance.

  • The Family Justice Services Division of the BC Ministry of the Attorney General has updated the Court on how it will operate during the pandemic. The Division provides a range of services to help resolve family disputes in a fair and timely way. Its in-person services are temporarily not available, but you can still access many of their services by telephone or other virtual means. Read more

  • After more than 12 hours of negotiations between the political parties, agreement was reached on the contents of the legislation needed to approve the government’s COVID-19 package. The COVID-19 Emergency Response Act was passed unanimously by the House of Commons just before 6:00 AM this morning. The legislation moved directly to the Senate where it was debated and passed without amendment around midday. Read more (Earnscliffe)

  • In anticipation of today’s extraordinary session of the House of Commons to consider the federal COVID-19 measures, the government yesterday released its draft legislation to the opposition parties.  While the draft contains the legislative authorities to implement the $82 billion aid package announced last week, it touched off a firestorm of criticism because it also included  unprecedented powers to spend, tax, borrow and regulate without approval of the House of Commons. By late last night, the Government House Leader had backed down, saying “We consulted with the opposition and will bring changes to the draft legislation." When the House convened, it suspended operations almost immediately to allow for further negotiations on the legislation. The parties did not reach a resolution and the House of Commons remained suspended to allow more time for a consensus to emerge. Read more (Earnscliffe)

  • The Prime Minister today announced urgent procurement measures to obtain necessary medical supplies to fight COVID-19 and a change in policy to close the Canadian border to asylum seekers and confirmed that the Canada-U.S. border will be closed to non-essential travel at midnight tonight. In his morning address, the PM made public a startling statistic, that the federal government has received 500,000 applications this week for Employment Insurance.  In a normal week, 27,000 applications are received. (Earnscliffe)
     
  • The BC government is preparing to announce a major economic package next week. Provincial Health officials prohibited dine-in service at all restaurants across the province, mandating take-out and delivery only. Strategies to support seniors and child-care will be announced next week. In Vancouver, a 60-day property tax grace period was announced along with a new Economic Recovery Task Force to look specifically at business taxes. (Earnscliffe)

  • By the numbers: Chief Public Health Officer Dr. Tam reported that globally there are now 230,000 cases of COVID-19 in 177 countries.  In Canada, there are more than 800 cases and have been 9 deaths. There are 10 cases confirmed at CFB Trenton.  Over 50,000 Canadians have been tested. Read more (Earnscliffe)
     
  • Reaction to Federal Economic Package: Response to the first phase of the federal government’s economic relief package has been largely positive. Most economists and stakeholder groups hailed the announcement as an important first step in helping households and vulnerable workers but warned that much more will be needed as the COVID-19 crisis deepens, and that the success of some of the initiatives will depend on how quickly the government can get money into the hands of Canadians.   • BC moved today to declare a provincial state of emergency for the next two weeks, which gives the government additional powers to respond to the COVID-19 crisis and can be renewed by Cabinet order. The City of Vancouver followed suit, asking all residents to immediately limit the time they spend in public spaces and restaurants, except for take-out and delivery, were ordered to close. The BC Legislature will return on March 23 to sit for one day, with a quorum of 12 members, to pass legislation related to the Supply Act and amendments to the Employment Standards Act. (Earnscliffe)
     
  • To protect the health of litigants, court staff, judges, and members of the public and to help contain the spread of the 2019 novel coronavirus (COVID-19), the Court of Appeal is strictly limiting its operations through this direction by the Chief Justice of British Columbia, effective 18 March 2020, and until further notice.
